Sun Mingliang


Sun Mingliang is a Registered Ships Surveyor, with a background in marine engineering and holding qualifications as a Loss adjuster issued by the China Insurance regulatory commission and as ¡°Marine expert witness¡±, issued by the Department of Justice Shandong province, P.R. China

Sun Mingliang began his career in 1972 as an engineer at sea eventually rising to the rank of 1st engineer that provided him with invaluable practical experience of the operation and maintenance of a wide variety of vessels.

In 1977 he left the sea and enrolled at Wuhan Water Transportation University, to study marine engineering and naval architecture majoring in ship design, ship building and ship repair.
Having obtained his degree in 1980, Sun Mingliang took his first position as a surveyor with the Register of shipping, working mainly in the port of Qingdao on statutory surveys.

In 1984 He was transferred to the Beijing headquarters of the Register of shipping where he remained prior to being promoted and transferred to Osaka Japan in charge of Class matters related to new buildings machinery and equipment survey.

He subsequently moved back to China and to the regional offices in Qingdao taking up the position of manager of technical control division and ship survey division.

In 1995 he left CCS having been invited to join Double Honesty Marine Consultants Ltd and to manage their new offices in Qingdao. In 1999 he was again promoted to General Manager and was transferred to Double Hope Marine Consultants Ltd, in Shanghai.

In 2002 taking advantage of his vast experience of ship surveying of new building and repair in China, Sun Mingliang left CCS and started ¡°Sanjie Marine Consultancy & Services Co Ltd¡± Qingdao, and works very closely with and is an Associate of AMS Shanghai Ltd.

During this time Sun Mingliang has gained invaluable insight, understanding and expertise of the shipping industry generally in China.

He specialises in arbitration and other cases involving expert witness as well as all the normal a routine work associated with a Marine consultancy Company.

He has vast experience in Class matters that are also related to new buildings, major hull and machinery repairs, and is also able to impart expert advice on matters such as sale and purchase, speed and consumption and unseaworthiness. He has also carried out and been in charge of a number of investigations for various reasons related to vessels in China, being qualified by the department of justice in China.

A Recent assignment, apart from the normal routine survey work has included the following.

¡¤The appointed surveyor in charge of the investigations and enquiry for the sinking of a vessel at a shipyard repair berth in Qingdao China.
