Marine Consultants
Karl Palmer
|
Karl completed a
successful seagoing
career rising to the
rank of Master in
1988 and then moved
into the Marine
consultancy field,
initially starting
as mooring master in
West Africa in 1990
which led to
extensive ship
inspections and
troubleshooting
(problem solving?).
Undertaking various
assignments since
leaving the sea,
Karl has been
involved with many
differing roles
during the last 19
years; including
mooring master,
marine pilot, marine
inspections and
surveying, in the
Middle East,
Mediterranean, Far
East and West
Africa. Having a
wealth of experience
in these fields
along with extensive
experience with the pilotage and mooring
of 200 tonne up to
340,000 tonne
vessels he is very
adaptable to new
projects and
environments. In the
past Karl has
successfully
completed at least
150 open sea
alongside ship to
ship operations with
crude, oil products,
LPG and bulk cargos
with vessels from
40,000 Tonnes to
350,000 Tonne VLCC¡¯s
and LPG vessels from
3,000M3 to 8,000m3.

During the last 19
years Karl has been
involved extensively
in ship inspections
and audits. With a
brief to expedite
operational
procedures on crude
oil tankers, acting
as company
representative to
maximise efficiency
liaising with ship,
terminal and support
craft to ensure that
company, national
and international
standards are met.
Past marine survey
work has involved
extensive overseas
assignments for many
differing clients in
sometimes dangerous
and difficult
locations.
Karl has written and
modified new and old
port and terminal
operational
procedures with a
view to optimising
efficiency to
achieve a safe
operation within
those ports.
Additional
assignments have
involved preparing
opinion reports,
accident
investigation and
reporting to the
necessary
authorities such as
P&I clubs as well as
standard condition
and class surveys.
Karl has extensive
management
experience acting as
operations manager
for a small team of
consultants in the
Wetern Middle East
and Medditteranean
area¡¯s and latterly
the whole of West
Africa. This
involved running a
smooth operation
increasing the
company client list
and the recruitment
and training of new
personnel.
Although latter
years have had a
bias towards liquid
cargoes, earlier
years at sea has
given Karl valuable
experience with
general cargo¡¯s
containers and bulk
shipments.
After completing a
highly regarded
cadetship with the
Bank Line trading
worldwide on general
cargo ships for 6
years Karl served as
third officer
consolidating the
training received.
He then gained
valuable experience
with two shipping
companies in small
LPG Carriers, crude
oil tankers up to
250,000 dwt. tonnes
and product carriers
rising up through
the ranks.
This culminated in
Karl being promoted
to Master in 1988
where he served for
two years on an
8000m3 tonne LPG
carrier carrying
Ethylene where he
gained valuable
experience
commissioning an
Ethylene plant in
Indonesia.
Having spent the
last two months in
Shanghai with AMS
Karl is now an
integral part of the
team heading up the
STS and specialised
ship inspection
operations with a
diversification into
the planning of and
setting up new
operations. Karl has
had experience with
this investigative
work in the past
working with Shell
UK and the Nangpo
oil import
operations here in
China.
Current assignments
also include
supervising a wreck
removal on be half
of owners to
minimise their risk
and/or exposure to
further claims
following a
grounding of a
24,000 tonnes Dwt
general cargo ship
in a sensitive and
difficult area.
Additional owners
and or builders
representation on
board new builds is
another of Karl¡¯s
many and varied
forte¡¯s.
